Most XRP owners understand the value of Flare. Has the SEC looked into why FLR dropped from $2 in IOU trading down to its current levels? No. Nor will they. Oh wait, that many people were that unhappy with the airdrop parameters (yes changed last second) and sold.
Flare won't be denied. If XRP achieves the 1.68 (24 to 26) Fib level and then some -> $250 like in 2017, where does that leave Flare? If Flare were to do 1.68 given a move like 2017 in XRP, then $80 is in the cards.
The utility is there. These moves have been seen before.
