In my opinion it can be a short position. WHY? The price had reached an importnat level, volumes are low, and at the end there's not a divergence on the stoch. Last thing we have got an outside bar, we have to wait another close in a small timeframe, wait for the break out of the level and the outside then we can open a position

as you can see, there wasn't a breakout, but the level work well as a resistence.
